Are you sure proof of health insurance is not required for California state returns? I submitted my own taxes last year and had trouble due to not attaching a 1095.

California overcharged me last year due to not having proof of health insurance until I provided it.

Proof of health insurance is required for California. Usually you wouldn't have to enter a 1095-B or 1095-C. If you have one of those forms, you need to enter it to avoid the California Penalty.

OK where do I add it?

Once you get to the states section (those that require), it will ask if you had health insurance all year. Just press yes.

Your answer says that normally we wouldn’t have to enter a form 1095-b or 1095-c. The next line of your answer says if we have one of those forms we have to enter it. Which is the correct answer? Do we have to add it or do we not have to add it? And why wouldn’t we need to enter it?

California residents must either:

  • Have qualifying health insurance coverage,
  • Obtain an exemption from the requirement to have coverage, or
  • Pay a penalty when they file their state tax return

You report your health care coverage for 2024 on your 2024 tax return, which you will file in the spring of 2025. If you, your spouse or domestic partner, and dependents had qualifying health care coverage for each month of 2024, then make sure you check the “Full-year health care coverage box,” line 92, on your return. See this Franchise Tax Board webpage for more information.

In TurboTax, answer the health insurance questions in the California return as well as the Federal return.

If required, TurboTax fills in FTB Form 3853 is for Health Coverage Exemptions and Individual Shared Responsibility Penalty depending on your circumstances related to health insurance details.

See this Covered California article for more information about the penalty exemptions.
