Are they still required to file?

Should a 60 year old inmate file taxes? They have a payout from an annuity in order to pay child support.  The payout was not taxed on the 1099-R and the total amount for the year is $2200. The Turbo Tax feedback when the data was plugged stated: "This is a situation we don't see often - you don't owe money and you aren't getting a refund."  Are they still required to file?

Are they still required to file?

No, in this situation they are not required to file.   They don't have enough income to meet the Filing Requirements, and are not getting a refund, either.
