Is there an option to file taxes owed without setting a payment method through Turbotax Premier since I was approved for the short-term payment plan via IRS before filing? I only see an option to continue filing if you want form 9465. Do I make a payment for less than the full amount to proceed? Confusing process through the program.

No, you do not have to set up a payment plan through TurboTax. It is not a filing requirement. You can skip that part and proceed to e-file.
Thanks for the response. Sorry, I've never owed before and this is my first time doing this, but I do not see an option to skip the payment screen. Turbotax just tells me to select a payment method if I try to advance. If I choose installment it just sends me in a loop of wanting to file for 9465 to proceed or to back out if I do not.
You can Continue to Filing there, then choose Mail A Check on the payment screen - then, don't mail the check. Keep track of your plan through the IRS system - no need to involve TurboTax in that. That link shows all of your options.
