Applied for ITIN along with payment and tax form. Notice came yesterday showing an ITIN of only zero numbers. What that means?

only a call to the IRS can resolve what happened.   if there is a number on the notice call it.  if not 800-829-1040 language select then 2.   listen for additional prompts.  be prepared for a long  hold
