Per the IRS Refund Timing page, the IRS expects the first EITC/ACTC related refunds to be available in taxpayer bank accounts or on debit cards by the first week of March, if they chose direct deposit and there are no other issues with their tax return. Where’s My Refund? will be updated with projected deposit dates for most early EITC/ACTC refund filers by February 22.
Please see the below TurboTax FAQ for more information on the Path Act:

That’s for 2019 tax return filers wit EITC and yes it’s accurate.

I filed my daughter's return on Feb. 5th with this tax credit, and just checked on her return and it is approved for direct deposit this Wednesday.

I filed on 01/13 and got accepted on the 27th but I didn't get a refund date on Saturday. My sister filed on 01/27 and got a date for her refund as 02/26... I got my state refund though last week... Ugh at the wait game. I became a first time mom last year so it's the first time I qualified for the eic/actc... I'm wondering if that's why mine has seemed to be further delayed.
