The difference is that you have not viewed the downloaded information.

TurboTax suggests that you 'review' the downloaded information for accuracy and appropriateness.

If the consistently says 'Needs Review' and you have checked or double-checked the entry, go to Federal Review across the top of the screen. This will give you more specific information.
