 I can't finish my Federal tax, I didn't have any annuities this year . How do I fix it?

Are you saying that you expect to receive a 1099-R for an annuity this year, but did not? If so, you need to contact the institution managing your annuity and ask for a copy of your 1099-R.

I called PERS OF MS, they said there were no annuity  distribution the code 7 means pension paid monthly . Can you help me?

Yes, most annuities are paid monthly, despite the name. I don't understand what your concern is.
