I am amending my 2020 return because one of the two 1099-R forms was not listed as a coronavirus CARES act withdrawal. For some reason when I was using TT online, it asked me on the first 1099-R if it was a coronavirus withdrawal but it did not ask that on the second 1099-R. I did not think anything about it at the time thinking that answering the coronavirus question on the first 1099-R applied to both 1099-Rs.
My question now is, do I need to attach the second, wrongly classified, 1099-R to my amended return or not? The only difference between the first return and this amended return is checking the box for coronavirus related withdrawal on the amended return for the second 1099-R.

No, you should not attach a copy of the 1099-R form, sine it was already on the original tax return that you filed.
You should also make it very clear in your explanation statement that this is the only thing you are changing on this return.
