Can I amend 2019 return standard deductions to reduce non-payment penalties. No edund due.

It depends. The statute of limitations to amend a timely-filed 2019 return would normally have ended in April, 2023. However, if you still have a balance due on your 2019 return, or you paid the tax within the last two years, you could still file an amended return.
To claim a refund, you must file Form 1040-X within 3 years after the date you filed your original return or within 2 years after the date you paid the tax, whichever is later.
See IRS Tax Topic 308 for more information.
If you feel you have a basis for abatement of any outstanding penalties assessed, you can file Form 843. For more details, see the Form 843 Instructions.
