Why is the title of your question here "Amend?"   If your efiled return rejected, you do not correct it by starting an amended return.   You fix the original return and resubmit the efile.   I hope you didn't start a formal amended return by mistake.  If so, you'll need to undo it.  We can tell you how.

In any case, if you are required to have a 6-digit IP PIN (Identity Protection PIN) provided by the IRS to certain victims of identity theft, you will not be able to efile without it.   There are no tricks or workarounds for efiling without it.   If you don't have it with you, you can try to retrieve it at the IRS website below:

https://www.irs.gov/identity-theft-fraud-scams/retrieve-your-ip-pin

If you don't come up with an IP PIN using that tool or by phoning the special IRS department at the phone number shown on that retrieval page, you can mail a paper return, which will delay any refund by a considerable length of time.  Due to Coronavirus, the IRS is not processing paper returns for the time being.  And without an IP PIN the IRS will have to review it more thoroughly to validate your identity to be sure it was from you.

I don't know if that IRS Identity Protection Specialized Unit at that phone number on that page is open or not during the Coronavirus situation.  The general IRS call centers are closed for the time being.  But it's possible the Identity Unit is still taking calls.

whoever has your IRS letter, contact them and have them find it and  give you the IP PIN number.
