It's May 2025. I realized that I didn't enter the amount of Accrued Interest Paid on Purchases that listed on the 2023 investment account statement. Can I amend 2023 tax return? Is there anything I need to pay attention to?

Yes, you can amend your 2023 return by following the instructions in this link.
When you start making the changes to your amended return, follow these instructions to reach the interest income section. Continue through the screen and select edit for the specific interest income item needing to be corrected. Continue through the input screen which lists the amounts. On the screen titled "Do any of these uncommon situations apply?" be sure to check the box when asked if you have other adjustments to make and select continue.
Next, on the screen titled "tell us about your interest adjustment," be sure to select My accrued interest is included on this 1099-INT and enter the amount of the accrued interest in the adjustment box.
note when you enter accrued interest on the 1099-INT you can't specify which income box (1/3/8) it was for so if your 1099 has multiple of those types of income TT will pro-rata across them all which may not get the correct outcome for Fed and/or State depending what is on the 1099. If you have this situation then you have to split the 1099-INT up accordingly e.g. enter Treasury separately (Box 3 & 12) if adjusting for accrued on that
