I have gotten married and changed my name at the end of January, 2017. Do I use my new name on this tax submittal, or my name as of 12/31/2016?

My last name is Momsen as of 1/28/2017, but on 12/31/2016, my last name was Pedriana.  What name do I use when I file my 2016 taxes?

You must use your new name- that is what the IRS and Social Security Administration database will have on file.  Congratulations.

Although the IRS uses the SS database to compare names with SS#s it doesn't update in real time. There is often a lag of weeks or even a few months. File using your current name but don't be surprised if it gets rejected. Then simply change your name to you previous name and you should be good.
