After amending and adding a 1095-a , state asks for me to fill in a field that I’m unsure how to answer

On Form IT 1040, it asks me to fill in line 19, “Amended return only; overpayment previously requested on original and/or amended return”

is this simply what my state refund was before the amend?

Yes, you are correct. You fill line 19 with the amount of state refund on your original state return.
