Adding an expense category to a line of work. "Add" new cat, no add'l ?s, and "continue" goes back to summary page without the new category. How is it supposed to work?

On the add-expense-categories page, I select "add more exp cats", "add" a category, and close the modal window. The expense shows on the page with its checkbox checked; no other questions asked; only option is "continue", which goes back to the summary page, but the new cat is not listed.
