Something is confusing in your situation. Why are you asking about PLUS? Are you trying to unlock a prior return? If so, there is a contradiction above you will have to work out.
Underneath your question it is showing you are using Online Self-Employed, which is a way higher edition than PLUS. Is that indeed what you are using? If you want to unlock a prior return, and if it is in the SAME account as your 2018 return, and if you DO want/plan to use the Self-Employed Edition, we can tell you how to pay for your product, which will unlock all prior returns in that account. Self-Employed Edition is 119.99 for a Federal return. A state return, if applicable is 44.99. In contrast, Free Edition upgraded to PLUS is the minimum to unlock a prior return (19.99).
What is the story on your 2018 return? Has it already been filed, or is it still in preparation? Is Self-Employed Edition what you used or plan/need to use for your 2018 return?

You may be able to immediately download one at the IRS website if you qualify to open an IRS account there. Otherwise, to order a transcript to come by postal mail takes 5-10 calendar days.

You didn't say how it was prepared. I'll assume it was prepared online and when you try to download the 2017 PDF, it asks you to upgrade and pay?
Online TurboTax is currently in the November limbo period, which occurs each year after it shuts down after filing season. Online TurboTax for 2019 opens the first week of December, and at that time one can unlock prior returns by starting a 2019 return and paying for PLUS (19.99) or higher.
Or if you need it sooner, you can try this as a possible workaround. Try when they are open, since that interface may not be fully functional when they are closed. But here is a possible workaround to use when they are open. Hours are 5AM-5PM Pacific (8AM-8PM Eastern) Mon-Fri. They are closed on weekends this time of year and since this is a holiday week, they will not be open after Wednesday, Nov. 27, and will reopen next Monday, Dec. 2.
Log in, and at the main Tax Home page immediately go to the top right corner and click HELP. Scroll way down beyond the suggested links and click on CONTACT US.
You may have to enter a question.
Choose to phone TurboTax Support, or it may say schedule a callback.
In any case, it may then ask you to pay for PLUS (19.99) to have phone support.
Once paid, then past returns should be unlocked.
It's not clear if during this November limbo period that method pays for 2018 PLUS or 2019 PLUS, but in any case, the net effect is unlocking prior returns, plus it gives you phone support privilege. If it pays for 2019 PLUS, then you have an extra year of access. You should be saving a copy of your return and/or PDF each year anyway (in a protected and secured safe place) so you don't have to worry about access problems.
Or you can try to contact TurboTax Support by phone during business hours to see if you can convince them to unlock it. It, too, may ask you to pay.

If you can't use those methods, another option is to download a free 2017 tax return transcript from the IRS if you qualify to open an IRS account. A transcript by postal mail takes 5-10 days.
