about W2 box 16-20 questions

My W2 have 2 pages  and shows different numbers in box 18-20.

Page 1

box 18 is blank

box 19 is XXXX

box 20 Locality name is TOTAL CITY

Page 2

has 2 different box 19

but has 2 same box 20 (same locality name)

and t add two numbers in this box 19 is equal to the Page 1 box 19

So, I'm so confused how to fill in my w2 in turbotax .

In TurboTax "Wages & Income" using the W2 topic just enter one state line combining the box 19 amounts and using "Total City" in box 20.  If there is no box 18 amount, then enter the same amount as box 16 for the applicable state.
