ABLE accounts administered by investment company

We have ABLE accounts established for our children through an investment management company. When we enter the account numbers it won't provide the applicable state tax credit. Any idea as to why this is happening and what can we do to remedy this?

form 8960...line 1...Is savings account interest supposed to be a part of this? This form seems to be about net investment income.
