Can I recalculate my 2019 estimated state tax payments after I've filed my 2018 state return?

Yes - you should be able to re-open the program and go to that section to do the calculation.

I tried and got taken everywhere but to a place where I can navigate to the Estimated Tax Calculation program.  Anyone know how to get there?

Open Turbo Tax - your filed return.
Go to Forms View
Go to Federal
Go to Other Situations
Go to Other Forms
Select W4/Estimated Taxes
Follow questions

Sorry - I meant "Step by Step" view.  See tab labeled View in upper left of screen - this assumes you are using the purchased version - not the online version.

I can't find an Estimated Tax Calculator, only only an Estimated Refund Calculator.  Thanks for hanging in there with me, but I'm "....out of altitude, airspeed, and ideas all at once"  I'll keep checking back tomorrow.
