8917 request from IRS

I got a letter from the IRS asking for a 8917 form.

They Said:

"Complete say complete the form with information that supports $2000 on line 34 form 1040"

My 2019 1040 has NO line 34.

My schedule one has a line 21 that the 8917 would feed into-

but I asked for no adjustment (based on doing the form with turbo tax). What is going on?

What is the IRS asking for?
