529 Qualified Distribution for "Equitable Access" Textbooks?

Hello, my son will be attending UC Davis in Fall 2021.  UC Davis has a program that includes all required textbooks (both digital and hardcopy) for classes.  The $169 fee is supposed to be all inclusive for any required books.  Here's more info:  https://ucdavisstores.com/EquitableAccess

 

Question:  Since this $169 "Equitable Access" fee is for required books only, shouldn't this count as a 529 qualified distribution?
