why does turbotax create multiple copies of state form 4797 p2?

It should not be creating duplicate forms. Please follow the instructions here to delete the additional forms.

the instructions are for TT online - I have desktop - so no assistance.

This is what I have done:

I removed 4797 p2 copy 1 and also copy 2 using the Forms menu, scrolling to "State" Forms and selecting 4797 p2 then use Forms menu - Remove Form MI-4797 p2 (copy 1). 

As soon as it completes, the list highlight moves to the top of the list. when scrolled back down to State forms whatever was removed is back on the list. It never gets removed.

Form 4797 has more than one page. It's possible you reported more than one sale of business property, which would give you more than one page 2. When you delete a form and it's automatically recreated, this tells you your return contains information that belongs on that form.

Try opening both copies of page 2 to review the information. Is it the same? Can you identify what entries you made that are included on these two forms?
