2020 Stimulus checks

Is a dependent eligible to receive the $1200 and $600 stimulus checks from 2020? He received letters from the IRS months ago saying that they were sending them, but they never arrived. He is a college student and did not work in 2020. He's on his parent's tax return. If so, is November 17, 2022 the deadline to mail that return?  Thanks
