2019 amended return

I have to amend my return but my turbo tax is lost (new computer) so I have to do it by hand. For NYS Tax, it tells me to go to page 22. What is that and how do I get it?? I've googled tax tables for 2019, tax instructions for 2019, gone to the NYS tax website and can't find it. Please help.
