Hello, I purchased turbotax deluxe 2018 to file prior year taxes from 2018. When I tried to submit the file it did not go through. It stated that E-filing has closed for the season, do I need to call TurboTax to purchase it a state e-file? Or would I have to file these by mail. Thanks for the help.

Past-year returns cannot be efiled with TurboTax.  You'd need to print, sign, date, and mail the returns.

Go back to the FILE tab and change the filing method.  Choose "file by mail"as the filing method, and it should then prompt you to print them.   The PDF should also have a page called Filing Instructions.

Be sure you mail the Federal return to the IRS and the state return to the state tax agency.

It's good to mail them by a method that has tracking such as certified mail, priority mail, etc. so you'll have proof of mailing and will also know if/when they are received.

In "normal times" if you filed by mail, it can take about 6 weeks to get a Federal refund (if applicable).  However, these are definitely not normal times.   With the Coronavirus situation creating marked personnel shortages at the IRS all bets are off.  Processing of paper returns at the IRS is markedly limited.  So expect a delay.

The IRS has said on its website:

To protect the public and employees, and in compliance with orders of local health authorities around the country, certain IRS services such as live assistance on telephones, processing paper tax returns and responding to correspondence are extremely limited or suspended until further notice.

Can you ask to get a refund for turbotax deluxe if I was not satisfied with the service?

TurboTax has a 60-day moneyback guarantee for desktop products (CD/download).  See this online refund request form:
