I've been trying to find the answer to this question and I haven't read any straight answers about it.
I live and work in Ohio, however I work remotely. I live in one city, but my employer is in Columbus, OH. I'm trying to file my city income taxes before April, but I'm seeing 2 numbers in box 19. In box 20, it has the city I live in twice, rather than just once. Do I add these up?
Also, when I add them together and put them in the field, it says it's been over-withheld and that I may be eligible for a refund so I'd need to fill out a form to get the refund.

Unless there is an error in one of the Box 20 entries, you can add the two amounts that are for the same locality and report them on one line.
The entry in W-2, Box 20, is the name of the locality responsible for assessing your local income tax. It could be a city, town, school district, or something else. Depending on where you live, you may even have more than one. If you do, just add a new row to enter info for another locality.
There should only be one Box 20 entry per locality. Check with your employer to determine whether one of the duplicate localities is incorrect. All of the wages taxed by one locality on one W-2 should be on a single line.
