1st time getting turbo tax card can I withdraw cash from it or only purchases? I am not showing State taxes as transmitted does that mean I have to file by mail?

It's not unusual for state returns to remain in pending status several days after the federal return has already been accepted. This is especially common when e-filing first opens in January or early February.
