$19.99 payment for state filing

I am trying to file my 2017 taxes.  $19.99 payment is needed to file the state.  I want to charge my credit card but when selecting that option the pop-up says "TurboTax needs to save your tax return before continuing.  I select "OK".  It saves then pop up says "Let's complete your purchase online ... Select Continue and we'll connect...."  Nothing happens when I select "Continue".  I've tried 3 times.  How should I proceed?

You cannot e-file that 2017 state return.   A 2017 return has to be printed, signed and mailed.  E-filing for a 2017 return has been closed since October of 2018.

You Cannot E-file a prior year tax return....Only 2020 taxes can be e-filed now.  SO that payment page is likely disabled.....or should be.

 

So you go back thru the filing steps, and indicate you want to MAIL-FILE both your Federal and state 2017 tax returns.  There will be no state charge for that.

 

Then you print them both out and mail them to the appropriate tax departments.  Don't forget to sign and date each...and attach copies of any forms that show 2017 withholding .  When you mail them in, use a tracking method for each envelope at the Post Office  service counter to get confirmation that they were delivered.   It could be 2-to-12 months before they get processed manually...
