can a 1099R be used to report the income on a schedule C. I used proceeds from an insurance policy to do upgrades to a piece of property purchased. The property will be used as a small scale agricultural business.

Your 1099-R income shouldn't be reported on a Schedule C. You'd report the proceeds on your return as normal.
