I don't think I have to report tax refunds from the state if, 1) I didn't get a actual form 1099g from my state and 2) if I didn't itemized for 2018.  The amount I received is listed is listed on my 2019 tax form under State and Local tax refunds on 1099G.  The amount is listed and the words needs review is printed in green.  Since I didn't itemized I don't think I have to report this.  Your thoughts?

    You are correct. If you didn't itemize your deductions in 2018, your state tax refund is not taxable. However, go through the interview so you don't get an error upon your final review.
