Under what condition must I file 1099-NEC for work done for my rental house? If I haven't done that for last year yet, can I still make it up?

If you are only a landlord and do not have a business that includes rental properties then you are not required to furnish a Form 1099-NEC to any individual who provides a service on your rental property.

I thought a rental property were a business by default since TurboTax asked me about 1099-NEC. I don't have a business at all.  Thanks for the confirmation.

Here is more information about who is required to file 1099's. Since you are not a business, you are not required.
