I received a 1099 NEC for 3600 dollars for being a committee member and writing some questions for a company this year. The committee met once this year and I write questions casually. Is this considered sporadic activity? I literally have no business expenses related to this as I use a laptop and email for correspondence.

Sounds sporadic. When reporting it choose the option saying it wasn’t a business.
That’s my thought too. I can write as little or as many questions as I want. I have just never had to file one so I want to BE SURE I’m not running a self employment business.
