I am not self-employed, I am retired. I received a 1099-NED for a Medicare premium reimbursement that is part of my retirement benefit (full medical in retirement). I am being assessed self-employment tax by TurboTax. I am not sure what to do since this is not wages for a non-employee that a 1099-NEC is meant for.

If you are not receiving the income as nonemployee compensation, you are not subject to self employment tax. This amount should show on line 8 of Schedule 1 and Form 1040.
