Income is in box 6 ( medical and health care payments) and no state income is reported? How is this correct? Is being in the mental health field and self employed not taxable in GA now?

Generally, the state information on a 1099-MISC is only filled out if you had state tax withholding. 

The information for taxable income on the 1099-MISC rolls over automatically from the Federal return to your State return.
