On my form 1099- DIV, I have an amount of %560.59 in exempt interest dividends, and the state tax withheld is zero. TT is asking me to name the state the tax was withheld from, but Schwab says there is no state. What do I need to do to proceed?

if this was imported try editing the 1099-DIV and delete the 0

Edit the 1099-DIV. If Box 16 is zero, you should delete the zero and make sure to leave Boxes 14, 15, and 16 empty/blank. If you are in the Review section, you may need to exit the review and go back to the 1099-DIV entry screen.
