1099-C

What if I did not receive a 1099-C. Even though it was settled July 13, 2023, original debt was from 2008, been paying 50 a month for ten years? The debt servicer says its not their job, talk to the original credit card. So I called credit card and they said there is no 1099-C, but I might get one at the end of next year. They would not provide a TIN.

I think the IRS says, I need to file one, even if, I did not get a 1099-C, should I file one without The TIN? I looked up their address and have the last four of the abandoned account.
