On my 1098-T form it has nothing in box 5 , however I received scholarship money for my tuition. I have not had to pay anything for school yet. In Turbo Tax it has me fill in the box 1 , but it is allowing me to take the educational credit . I am not sure this is correct since I have a scholarship and am not paying anything for my tuition. Do I still get to take one of the educational credits or since I have a scholarship , I cannot ? How do I fix this on Turbo Tax?

You'll have to manually enter your scholarships if none are listed on your 1098-T form.
TurboTax will ask about scholarships and other financial aid when you get to the Education section in Deductions & Credits.
To quickly get to that section of TurboTax:
