i have been told I need to file taxes because of this credit, but now turbotax says that because someone else cam claim me on their taxes, I don't have to complete the healthcare section

Yes, you don't have to complete the healthcare section when you are a dependent.

It's your parents' responsibility to manage the health insurance. They will need to report the 1095-A, even if it is only in your name.
