My husband's ex-wife applied for marketplace insurance for the dependent that we are claiming this year. I do not believe she should've done that since we are claiming him and already have insurance for him through my husbands work. Our taxes are being rejected because she did this and now it says we need a 1095 form A. We do not need or require insurance through the marketplace for this dependent. How can we fix this to submit our taxes?

The IRS is showing his SSN with marketplace insurance. You will need to fill out a form 1095-a for him. Contact the ex or www.Healthcare.gov or call 1-800-318-2596 (TTY: 1-855-889-4325). Available 24 hours a day, 7 days a week (except holidays).
See here for more help. You definitely want to pro-rate his share so that you have no tax due. There are lots of help articles here in Community. Once you know more, you can reply with more information.
IRS information:
Thank you for your help with this. We did call those phone numbers, but were told they could not help us because the application for Marketplace insurance was filled out by my husband’s ex-wife, and we were not authorized. We are not on good terms with her, so this is making it extremely difficult. I found online that she should not have even applied for Marketplace insurance for him because we are claiming him this year and he is insured through us via my husband’s company policy. Do you know if that is true?
"Do you know if that is true? " - Sorry, we are not experts on the Marketplace rules.
You probably will not be able to e-file, because of this check in the e-file process. You can still print and mail your return. You are likely to get a letter from the IRS wondering where the form 8962 is (TurboTax generates the 8962 from the 1095-A that you enter).
This will give you a little time to contact the IRS' Taxpayer Advocate Service, whose job it is to help out taxpayers who are caught in the cracks between the rules.
