Can my husband put the kids as dependents if I already have them as dependents at my job? Also, if so who can claim at the end of the year?

It does not appear to be very clear as to your current living arrangement, as the basis to report your children, but to be clear, if you and your husband are not living together, the only party that can claim a dependent for "underage children" up to the age of 17 by the last day of the year, is the party that not only paid more than 50% of each child's support, but that the child lived under that parties roof for more than half the year and they did not receive assistance from anyone living under that roof during that tax year.
If you are trying to comment about claiming dependents on your paycheck's W-4, the claiming of children as dependents no longer appears on W-4's, which was replaced by a tax table to compensate for family members of varying scenarios.
Also, if your living arrangement implies you don't live together, please consider any possibility a court ordered arrangement may exist that addresses and issue like that, unless you are just stating you both are reporting dependents on separate W-4's that may result in under-withholding for you both.
