1- My dependent parent lives in Mexico, so she does not have health care, how can i process in the turbo tax (home and business) so we would not be penalized for it?

In TurboTax Home and Business to apply the Resident of a foreign country or US Territory penalty exemption do the following:

Click Personal
Click Federal
Click Health Insurance
Select I'll pick and choose which months
Click Continue
Select the Months you had insurance and click continue
Select Resident of a foreign country or US territory
Click Continue
You will get a message saying your penalty has been waived for those months you were not a resident
