Yes, you can claim mortgage insurance and enter the amount in TurboTax.

The mortgage insurance deduction originally expired on December 31, 2016. It was then extended for 2017 by the Bipartisan Budget Act of 2018 signed on February 9, 2018. This is why the amount was not reported on form 1098.

TurboTax has been updated to allow the deduction of mortgage insurance.
