A tax refund can only be direct deposited into a US bank located in the US.  A tax refund can only be received as a check if there is not a US bank for the direct deposit.

Thank you for the quick answer. To get to the bottom of my question, can the check be shipped outside of the US? Can it then be deposited into an account that is abroad? Thank you.

Yes, the IRS can mail a refund check to anywhere in the world.  They would mail the refund check to the address shown on the tax return.  Whether you can deposit a US Treasury check in your local bank is something you will need to discuss with the bank.
