Why is turbotax forcing me to take a $5 foreign tax credit?

this would require me upgrading to "turbotax premium" or whatever so i can fill out a form 1116. I don't think I need this. I don't think I paid any foreign taxes.

Did you report an IRS form 1099-DIV? Box 7 reports Foreign tax paid and could trigger use of the Foreign Tax Credit.
