Where does uncollected local tax amount goes in PA tax forms when doing work for Tax-exempt church?

Does anyone know where this uncollected local tax amount goes in a PA tax filing?

I received a Tax Exempt Certificate from a church with my bill & payment minus the state tax amount.

The uncollected local tax is over $1000 for the year. Thanks in advance.
