In the state portion of your return. As an Iowa resident, TurboTax asks if you were a volunteer firefighter in this section.

Where do I file my tax deduction for being a volunteer firefighter in the state of Iowa?

when clicking yes, it goes to the next page and says no tax credit available.  we have a document clearly stating its 100 credit.
