We paid out-of-pocket expenses to a physical therapist in 2016 that may or may not be reimbursed in a future Workmen's Comp settlement. The claim is still being contested. Can I include this in my 2016 medical expenses?

Yes, if you paid it in 2016.
If you do receive a reimbursement in a later year, you may need to report some of the reimbursement as income.
