We itemized last year. This year we could not. Can we still take a deduction for charitable donations and if so how?

Donations are only an Itemized Deduction.  You can enter all your deductions,  even if you take the Standard Deduction on Federal they might be used on state.

No. You have the choice of the standard deduction or itemized deductions. If you choose the standard deduction, you can't deduct anything that would be included on Schedule A.
