Why can't I still use my 2019 earned income to get EIC even though I got EIC in 2019 with this 2019 earned income?

Check your AGI.  If too high you will not receive EIC. Also your 2019 earned income must be higher than your 2021 earned income in order to use your 2019 amount.

Your 2021 AGI will be used to calculate your EIC even though you use your 2019 earned income. If it is too high you won’t get it.

The screen you posted already explained it to you.   You have a higher credit if you use your 2021 income---you are already getting the maximum amount of credit.
