Are contributions to a non-deductible traditional IRA that is then either recharacterized or converted to a Roth IRA considered as Roth IRA contributions in TT? This is in the TT screen where tracks Roth IRA contributions. In other words, if I recharacterize or convert non-deductible traditional IRA contributions to Roth IRA, I would add these contributions in where asks for Roth IRA contributions prior to 2020.

Yes, if you previously converted or recharacterized non-deductible IRA contributions to a Roth account, this would be prior Roth contributions, which would be tracking for you via Form 8606 each year you made a conversion or recharacterization.
You will be asked of you had and tracked non-deductible contributions - say yes. The enter the amount from the last filed 8606 form line 14 if it did not transfer. Then enter the total value of any Traditional, SEP and SIMPLE IRA accounts that existed on December 31, 2020.
A conversion to a Roth IRA results in taxation of any untaxed amounts from the traditional IRA. The conversion will be reported on Form 8606, Nondeductible IRAs, for the year of the conversion.
