Why can I only claim 1 child?

There is no reason you can't claim them both if their situations are the same and they meet the requirements for you to claim them. The 16 year old will qualify for the $1000 child tax credit but the 18 year old will not because that credit is not available for any child over the age of 16. That age limit has nothing to do with whether or not you can claim a child as a dependent. Does this answer your question?
